Acceptance of proof from the National Danish Waste Register (DNWR) in the REDcert-EU scheme
Foreign conveyors, brokers, distributors and collectors must be registered in the Danish National Waste Register (DNWR) before they can operate in the waste sector in Denmark.
REDcert can recognise as equivalent officially operated or monitored schemes such as the DNWR if they can guarantee and prove system conformity (and thus compliance with legal requirements).
Collection points registered in Denmark via the DNWR may use this register to guarantee and prove system conformity of
- the origin of the waste (waste producer),
- the correct classification of the waste in accordance with European and/or Danish waste code
- and thus the required waste property
- and the quantities of waste recorded in each case
However, on the basis of the mandatory self-declaration, the REDcert scheme also requires that waste producers are accessible for inspections - be it by the certification bodies, the national competent supervisory authority or by REDcert's special inspectors and employees commissioned directly by REDcert - , e.g. in order to be able to carry out the prescribed on-site inspection for companies with more than 10 tonnes of waste per month.
REDcert is therefore of the opinion that proof via the DNWR can only be accepted in the REDcert-EU scheme if accompanied by an enforceable means of accessing/inspecting the waste producers for which the collection points are responsible.
Otherwise, the chain of custody for waste and residual materials is not fully assured. The waste streams from waste producers that refuse this access must be explicitly treated as non-sustainable by collection points. Proof of the required access to waste producers must be provided by the collection point and must be checked and documented as completely effective in random and/or risk-oriented inspections in accordance with the REDcert scheme principles of neutral inspections. Furthermore, the collection point must also furnish proof of registration and monitoring by the DNWR.
